My last raise was two years ago, and I don't foresee getting one for another couple of years.

It'll be 2 years in September, and I asked for that one. The company I work for was going into a merger and I knew there likely wouldn't be any raises for a while so I wanted one before the merge. I don't look for any more any time soon, either.
Of course, I already make $10,000 decisions, so there isn't much room for improvement. ;)

I'm thinking this is the only way people can get raises now, especially if they're working in the public sector.

It wasn't a 10% raise. And I wasn't ungrateful as much as I was irritated because there were serious issues with my manager and this seemed like a last ditch effort by the board to keep me happy. Also, I was afraid my manager was stealing money and didn't want to stick around to see how that turned out. Eh. I'm happier now with less money.

if i was that manager i would have framed you for stealing money after you quit. it's always best to blame whoever isn't around to defend themselves.
