It's an application that you use to "Check In" someplace. So say you go to The Sprint Center, it uses your phones GPS to say that the Sprint Center is near, you hit Check In and it shows that you are there. If you check in more than other people you are promoted to Mayor. Some people cheat to get Mayorships, hence SRS BSNS.
