He lived outside of the normal fire protection district. They're lucky the fire department even offers that service.
My uncle is a firefighter up in Minnesota, and the department has a list of houses they won't respond to because the owner doesn't follow the guidelines about property management. If they don't cut trees back and clear out the brush on their lot and driveway, the department sends them a letter that basically says "fix this, because if your house catches on fire we won't come put it out."
This guy reminds me of the people who don't get homeowners insurance and then bitch when someone breaks into their house and steals everything.

I'll bet the insurance company fights paying, considering the fire was started deliberately next to the house. Looks like paying the bills isn't the only thing this guy is negligent about (I know is grandson started the fire, but he had to know it was happening and where it was happening).
He's also going to have to fight his neighbor's law suit for the same reason.

Then you put a lein on his house. It isn't hard. This is a city we are talking about, they can make people pay easier than a normal creditor.
