To be perfectly honest I don't ever use those travel websites. I can negotiate a much lower rate by calling the hotel directly. Typically I can get airfare cheaper as well. Now, I do use them to find the hotel I want, and what flights are available.

A lot of the time by simply calling the airline direct. Sometimes airlines will post special flights that are discounted. But airlines, just like hotels, sell every seat at a different price. Trying to maximize profit. So, depending on where and when I am going someplace determines when I buy my tickets. Sometimes it pays to buy your ticket last minute on an offpeak flight. I also schedule trips so that I am not rushed to make my destination. So if they overbook a flight, I am happy to take a free meal, flight voucher, etc. Then I can use it on my next trip.
Hotels are the easiest. Just tell them you're on a visited trip and you only have so much alloyed for hotel costs. They will come way down on their costs.
